Track Select Forward Tool Not Allowing Me to Move Clips Backward

When I use the Track Select Forward Tool to select all the clips forward from my selection, I can do it no problem. However, once I try to move those clips back, the program won't allow me to do it. I can move the clips forward but not back. When I try to move them, I get an arrow pointing downwards with two lines on either side.

If I go in and manually select all the forward clips I can move them back no problem. So it seems to be the Track Select Forward Tool itself. Anyone else encountered this issue?
