Transform effect will not blur video when adjusting the shutter angle

Newbie needing help here.  When I "untick" Use Compositions Shutter Angle and adjust the shutter angle to 360, my video still won't blur.  I use a wide angle lens, but don't think that should make a difference.  PLEASE HELP!!  THANKS IN ADVANCE!

The Transform effect shutter angle technique will only work for animated stuff inside premiere pro.

That is, when you apply keyframesto position, scale or rotation properties inside the transform effect.

To fake Motion Blur to your actual footage, you have to speed up your footage and apply 'Frame Blending'
