Displaying a context menu or opening some dialog may cause the entire application to respond slowly (lag).
The steps to reproduce the problem are as follows.
1: Create a new project.
2: Click on the workspace "Assembly", then click on "Edit".
3: Click on "Premire Pro" menu item in the Mac menu bar.
This phenomenon seems to occur when so-called child windows are displayed.
Incidentally, switching to a different workspace after this problem occurs temporarily cures the symptom, but it recurs with the above operation.
This problem does not seem to occur in v15.4.1.

I think I found the cause of the problem.
The problem seems to occur when the "CC Libraries" panel is displayed in the workspace, but the "CC Libraries" is not ready (uninitialized).
For now, I will see how this goes.

There is a problem with Premiere 22.2 on M1. You can roll back to the previous version while wait for the update from Adobe.

worked for me, slow menus/UI on Intel Mac, Premiere 22.6.4
Resetting to saved layout helped, so must be something to do with what you said
