Unable to access the learning panel

Hi to all, 

I am using the latestest version of Premiere Pro on Windows 11 on a modern Thinkpad with 10th Gen i7 processor. Ever since the first time, I am unable to get the learning panel on premiere up and viewable even though it's selected in workspaces. I have tried restoring defaults uninstallng and removing all pre-existing settings and then re-installing, but I am not able to get the learning panel back up. Does anyone know what could be wrong, or what I can do to get it back up? Thank you.
