Unable to change Whip transition direction | Direction adjustment not shown in Effect Controls

I've seen that some other users were having this issue on Reddit with both Whip, and also Dip Into White/Black transitions. 

I want to change the direction of this transition to slide to the left. Looking at tutorials, there should be an option in the Effect Controls panel where I can change the transition direction. I don't have this feature for any of my transitions. Has anyone run into this before?

And here is a screenshot of what I see tutorial producer's screens look like. The bit circled in red is the box that should allow me to change the transition direction. My box does not allow this. I have clicked on it to make sure.
