Unable to fix my essential sound panel and missing Premiere pro>25.0>Profile-'user'>Settings file

Hi there,
I have been searching around the internet to find a solution for a file/premiere pro error. Sorry if I don't use the right terminology, I am not very tech-savvy. Here is the issue I am facing. Every time I enter the audio workspace (premiere pro 25), I am no longer able to find the Audio-match button and the audio presets are gone. I can only do a limited amount of audio things. I looked it up and they said to delete my user preferences through documents>Adobe>Premiere pro>25.0>Profile-'user'>Settings [windows version]. The problem is I cannot find these files. I go to documents>Adobe> and all I find is Adobe Media Encoder. When I go to create a new project on Premiere Pro, this is the path it defaults to but I am not able to save there and get prompted with this error. So I save my projects to a different pathway and continue importing. Once I am in my project I get this error. I have uninstalled and reinstalled Adobe Creative Cloud, Premiere Pro and all other apps. I cannot find a solution to this anywhere and would really appreciate if someone could help me out. I have done the %appdata% and tried other pathways to find Premiere pro>25.0>Profile-'user'>Settings and I am having no luck. It's like these files just vanished and no matter what I do I cannot fix them. Please let me know if you need any other information and I can try and find it.
