Unable to start Premiere Pro. Missing driver msvcp110.dll.

When I try to start Premiere Pro, I get the error message "Unable to start ... msvcp.dll cannot be found". I have tried reloading Premiere, going to a third party repair program, and trying various troubleshooting solutions I found online. Nothing works, so now I am back here asking again how I can fix this problem.

Thank you for your support. I am now working with a Microsoft agent after performing several other recommended operations. Even though I started having the problem of the missing .dll file (MSVCP.dll) after I restarted my subscription with Adobe, I have been having other problems unrelated. So I am doubtful Adobe is in any way responsible for the missing file at this time. Thank you for your patience and help in this matter.

I would like to correct that the file name is MSVCP110.dll and I haven't upgraded to windows 10, I'm using it.
