Unsupported Video Driver Intel HD Graphics 4600

Welp, I've tried everything. This error still pops up on opening Premiere. I'm using the 2020 version but this also happened in the 2019 version. This has been happening for months and I'm just getting to much lag and low frames etc in the program... it's starting to really affect my flow. 

SPECS:

Windows 10

Intel Core i7 4790k (updated to the new version today)

GTX 1070 (updated to the new version today as well)

16Gb 

using an SSD for storage.

So yes, I've updated everything trust me. I tried the little fix thing that pops up on adobe but windows just popped up reading "unsupported hardware" or something so that doesn't work. I mean basically I don't get whats happening. How the heck do I fix this mess...
