We're experimenting with using Essential Graphics vs Dynamically Linked Comps, and running into a couple of hiccups. The most frustrating issue so far is relating to updates that we need to make to the templates we've already exported. I suspect that the normal workflow is that you would only export these template files when everything is fully locked down. But since there is rarely anything that is ever 100% locked down, an easy workflow for making changes and replacing the files is still needed.
I made an update to one of our .mogrt files that comes out of a comp in AE. We needed to make a text field larger...
I exported and replaced the original .mogrt file in our project folder. However, this did not update the title card in the project sequence. It looks like Premiere makes a copy of the file in an intermediate folder called "Motion Graphics Template Media". I removed that file and it unfortunately did not automatically re-create it and results in an unlinked file. So it looks like the copy is only made during that initial import.
Long story short – there is simply no "reload footage" or "refresh template" option that I can find anywhere... and this makes for an annoying workflow.
If I'm missing something obvious here, please let me know! I wanted to gut check before I started submitting feature requests.

However, I think you are right — at this time, there is no way to replace the .MOGRT file in order to update changes made and keep the dynamic content intact. Instead, the editor must delete the instance of the old file and copy it's contents/make the same changes on the new version.

Yes indeed I have the exact same problem the only way I've found is to Alt drag and drop from Essential Graphics, onto the clips.
If Live/Active update is not possible, it would be good to have that template in the BIN so if we replace it in there all the uses in my sequences are updated, while each instance keeps there respective parameters.

Update: As of Pr 12.1 (which released publicly last week) there is now a feature that we call 'Relink Ae MOGRT in place'. It works like this:
RESULT: All the related aegraphic instances are updated to show the changed font, but the string changes you made in Pr (at step 4) are still respected.

Premiere Pro treats each instance of the .MOGRT as a separate clip, if I'm not mistaken. In essence, the motion graphic template is contained within the .PRPROJ once imported.
What this means is that the motion designer must test the .MOGRT thoroughly before sending off to the editor. This can be done completely in After Effects using the Essential Graphics panel by making dynamic changes and seeing where the template 'breaks'.

There's a workaround that may work - Premiere generates a single AEGRAPHICS file shared across all instances of each MOGRT template, and if your essential graphics properties match exactly it seems you can update them in finder/explorer.
This worked for me, but YMMV:
1. Import updated [NameOfTemplate].MOGRT file into Premiere Essential Graphics Panel
2. Add one instance of new template to a timeline, so Premiere will generate an updated [NameOfTemplate].AEGRAPHIC file. You should be able to delete this afterwards.
3. Quit Premiere
4. Navigate to your "Motion Graphics Template Media" folder within your project
5. Search this folder for [NameOfTemplate].AEGRAPHIC, and replace any older versions with the new one
