Using transform effect, shutter angle stretches video

I'm trying to do a motion blur, quick zoom in effect. I'm using the transform effect in the distort folder. I've put in my keyframes, and changed them to bezier to have a cool wobble motion. But when I go to change the shutter angle to allow for the motion blur, it completely stretches my video. Any ideas on what I'm doing wrong? I used the same exact method on another clip I was editing where the aspect ratio was portrait instead of landscape, and it didn't stretch at all.
