Very poor performance since 23.2

I cannot play back UHD footage in a HD timeline smoothly at all since version 23.3. General performance is very poor, playback is very jumpy and rendering time is very slow. Versions 23.1 - 23.2 run perfectly with smooth playback, any newer version is no use at all.

 
I am testing the same project with UHD ProRes 4444 media in a HD timeline. Media is scaled to 50%. Mercury Playback is enabled for CUDA. There are no graphics or captions. Media is stored on our 10GbE network but I have the same issues running from an SSD.
 
If I uninstall 23.3/4/5/6 then install 23.2, open the same project and same timeline, playback is perfectly smooth and reliable. Something major seems broken since 23.2.
 
I am running the latest NVidea Studio drivers but had the same issues with earlier drivers and Game drivers. 
 
Is this something that's being looked into? I'm concerned that after several updates this is still happening. I will stay with 23.3 for now but inevitably we will need to update at some point.

Apologies, a few typos in there. To clarify, 23.2 and earlier are the only versions that work properly.

Do you mind sharing the following details so we can try to reproduce the issue on our end?

1. What's the frame size of the media you're using and the resolution of the Sequence?

2. Does it happen only with ProRes 4444 or all the codecs are affected?

Thank you for your reply.

1. Media frame size 3840x2160. Sequence 1920x1080.

2. It happens with any media. 

Just tried fully emptying media cache and that didn't help.

Interestingly I have just tried the 24.1 Premiere Beta with the same project and it works well and plays smoothly.

Not using Multicam and also not using any third-party plugins. The footage has no effects on it at all.
