video has blotchy and patchy color in some clips after exported

My video looks fine in playback and color looks good. After exported some of the clips have patchy and blotchy glitches to them and the color is bouncing around. in the photo I have attached you can see the area where it is glitchy and blotchy. I have tried lots of things but still can't come to an answer on how to solve this problem. Is this an Export Issue or a LUT issue?
