Video OUT OF SYNC while Audio plays fine

Hello! I need some help. 

In a sequence, audio plays to the end with no problem, but video plays few seconds and then goes back to the very beginning or certain point of the clip. 

For short clip, it seems ok, but when it comes to longer one, I only see first few seconds of it repeating for like 3 or 4 times until the clip ends. 

 

- I am using CC 2019 / Macbook Pro 2016 / macOS Sierra v10.12.6

- I had to downgraded the project file thru http://joshcluderay.com/downgrade-premiere-project-converter/ since the file was originally created in CC 2020.

- The original clips are not compatible with Quicktime player. URL in the alert: https://support.apple.com/en-us/HT207022  

,but no problem with VLC. I don't know why.

That URL says iOS stuff, but I kina,, cannot figure out what it is about.

If yes, use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate

I now tried Handbrake to convert it to constant frame rate, and it works so well!!!@!@!!@!!!!!!!!@!!@!!!!!!! it doesn't repeat those frames at all!

If possible, could you please explain why this problem occured? It will help me a lot, I guess.
