Video upside down, can it be flipped?

I have a video which was inadvertently recorded upside down. Is there a way to flip the video 360 degrees? Thanks in advance.

Don't you mean flip the video 180 degrees? Rotating it 360 will keep it upside down.

You can do so every time you place/edit a portion of  the clip to the timeline  by using the Rotation control under Motion in the Effect Controls Panel for the clip on the timeline,

OR

you can rotate the source clip itself by applying a Master Clip Effect:

Apply Master Clip effects in Premiere Pro

and use the Transform effect to rotate the image 180 degrees.

If you are going to use the one at a time method, as opposed to doing the Master Clip Effect, there is also so the Vertical Flip Effect (Effects > Video Effects > Transform > Vertical Flip) which will flip your clip 180 degrees when placed on the clip in the timeline.
