voice over gain

This is such a simple question but I haven't been able to find an answer: How can I set the audio gain before recording a voice over?  I know how to adjust the output volume after recording. But my recording inputs are all in the -40 range and I want to increase the gain before recording. Thanks!

Many have asked, but Premiere only takes what the system audio gives it. I know you can record in Audition, with a track with effects set for it, and the effects apply to the recording.
