Warp Stabilizer requires re-analysis every time I open the project. The offending clips will have the analyze button clickable, but no blue bar in the program window (and a red indicator on the timeline). This only seem to happen with clips where I applied a Preset of the effect. The type of footage seems irrelevant (happens on different resolutions and file types).
Premiere Pro v25.1
Windows 10
To reproduce, create a preset of warp stabilizer, apply that preset to a clip, Analyze. Save, re-open project, and the clip will need to be re-analyzed.
Apologies, the issue seems to have resolved. I completely reset the media cache, forced the warp to re-analyze, and restarted the program and my computer and it seems to stay now. Some of them would have red indicators on the timeline but the Analyze button would be greyed out, so I checked and unchecked Fast Analysis to force to re-analyze.

Thank you for submitting a bug report. What settings does the Warp Stabilizer Preset you are using have selected or changed? Would you be able to share a screenshot of the effect settings so we can try to recreate?
About how many clips have this applied and are any other effects being used along with it? I am currently unable to reproduce this on 25.2 onwards.
