wavering effect for an image?

I'm new to Adobe software and Premiere. I want ot add something wavering, I mean not wave effect, something like focus blur waving, like that. I have example video on YouTube like this www.youtube.com/watch?v=awM01twFjvc 

sorry for my poor explanation my mother tongue is not English, don't know how to explain the effect I want to implement well. I also have Adobe after effects, but not familiar with it also, maybe After effect should be used for the effect? not sure, tell me if so. I appreciate your help.

After Effects might be better to use for this. Although it could also be done in Premiere Pro. To me, it looks like:

-A series of rotation keyframes (anchor point moved to top-right corner)

-Wiggle effect (only in After Effects)

-A Strobe Light effect (or just basic darkening of the footage)

-CC Particles effect (only in After Effects), which is for the white snowflakes.
