Weird quality loss and saturation when scaling

I have recorded some gameplays on a game called Tibia, it is a pixeled game, everytime I try to scale the video, it loses quality (more than it supposed to) and get more saturated.

The weird thing is, when I click on scale and move the cursor to the right (to scale up) and hold the button, it scale the video as it supposed to (without losing to much quality and with the source saturation).

But when I drop the button (to apply the changes to the video), the video loses more quality and get more saturated.

Here is 2 pictures with the differences.

Why is this happening? I don't have problems scaling with other editors.

A year later I found out that this problem only happens when using CUDA aceleration.

my pixel sampler says they're the same color. also, pixels seem to be fine with enlarging. if you want higher quality, use detail preserving upscale effect. How to convert SD to HD using Premiere Pro & Adobe After Effects CC - detail preserving upscale - YouTube

First, thank you for the answer Chris. You're sure you can't see the difference? Let me make this easy for you, here is the clip scaled to 400% in 2 different editors, guess which one was scaled on Premiere Pro.

If you said the left one, you nailed it. Take a look more closely.

I only have this problem working with Premiere. I already tried using detail preserving btw. There is anything else I should try?
