What are these markers under my in/out points, and how do I get rid of them?

They're overriding my in/out points and doing so kinda innacurately. I seemed to enable them and now they're in every project I make. Help!

Its the 'Work Area'.

If you don't want to see it, go to the timeline settings icon and uncheck it.
