What cell phone app would allow me to insert an animated logo over cell phone footage?

Good Evening!

Is anyone out there familiar with any cell phone apps that would allow me to overlay an animated logo over a video clip?

For example, let's say I have a Samsung phone and I record a 10 second clip of me walking down the street. I have an animated logo over a transparent background that I uploaded to my phone, which is saved as an .MOV clip to preserve the alpha channel transparency. I want to overlay that animated logo over the cell phone footage, similar to if I were inside any nonlinear video editor and simply changed the layer stacking order in the timeline.

Are there any cell phone apps out there that provide this type of functionality? The ability to insert a logo or watermark over video footage, however not a static logo such as a .PNG graphic, but an actual animated logo clip (which presumably could only be an .MOV clip, in order to preserve the transparency)
