I downloaded the Pr Reference PDF, searched for "Progress window," with no results.  Then, I searched for "Progress," went through all results, and found nothing about it.

The Progress panel is used for Proxy and Ingest operations. You can find some information about it here: Adobe Premiere Pro Help | Ingest and Proxy Workflow in Adobe Premiere Pro CC

I think it is also used for some parts of CC content (download progress).

It states Premiere's processes such as relinking media while opening a project –it's not immediate.

Thank you, Trent.  I tried the proxy workflow for the first time last week, and didn't have the Progress window open at the time, or else I might have noticed it doing something rather than nothing.

All I could find was this:

Re: Progress panel in After Effects CC

Which states it is in there for future development.
