You have both the functions in Premiere pro cc. Add edit is to split the clips in timeline by going to Sequence > Add Edit or Add edit to all tracks.

I have used Range Selection tool is in Final Cut Pro 10 which is used to mark IN & OUT for a clip..You can do the similar edit in Premiere pro cc by marking IN & OUT in the timeline or in source monitor.

what a vague question.

"I would like to modify only part of the clip"

I don't think anyone can know what this means. "Modify?" How so? "Part" of the clip? You mean, in time? Or of the frame itself?

The default shortcut for making a cut on a clip is CTRL K

You can also use the razor tool. B.

Is that what you mean?
