When editing, after a cut, Premiere moves the cut up 1 frame

I've been having this issue for about 2 weeks now: When I make a cut at a specific frame, about half the time, Premiere automatically moves that cut up one frame. So, I have to go back and re-do the cut. 

Sometimes I dont notice it until I go back through the whole edited video befefore I export. 

I can't figure out what the issue is. 

I'm running v23 ( I just updated it before writing), Windows 11 (latest version) with 80 megs of ram.
