When editing with position graphics, it moves my footage without changing the keyframe

I dont know how to describe it well, so I'll just post the screen shots, but note that the 2nd screenshot is exactly the next frame after the first one and there are no additional keyframes, and the position says its the same. I also have the keyframes set to linear instead of bezier.

How can I fix this?
