Premiere Pro v23.4
Windows 11 Pro 22H2 Build 22621.1702
Whenever I cut anything from my footage whether I'm pressing Q or E for ripple trim or adding a cut over play head, the program monitor sometimes turns black plus the render bar at the top of the timeline is gone.
It returns to normal when I cut another one, but it happens often enough that it slows down my workflow. It is very annoying. I suspect it's from the latest update since this started happening to me last week but I'm not sure. I haven't tried switching to an older version because I still have ongoing projects.
Any suggestions? Thanks!

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

Delete the Media Cache and Media Cache files:

Then try pressing Enter to render the timeline and turn the red line above the timeline to green.

So I just did this multiple times but the bug still occurs sometimes. Also, I tried pressing Enter while I got the black screen but nothing is happening.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)
If that doesn't work, try creating a new project and import the old one into it.

I've installed NVIDIA studio driver a few days ago and since then the issue occurs much less. It's not resolved completely but it only occurs once or twice a day so I'm going to mark this as the correct answer. Thanks!
