These are different from the LUTs you see in the dropdown list in Lumetri color. I know where to find these. (C:\Program Files\Adobe\Common\LUTs\Technical)
The LUTs I add to the Modify/Color panel do not appear in this folder, nor do I see them in C:\Program Files\Adobe\Adobe Premiere Pro 2024\Lumetri
I tried searching the C:\Program Files\Adobe folder for *.cube files, and don't find my Input LUTs in there either.
These persist from project to project, version to version, and there are old LUTs I don't need anymore on this list. Over time this list is getting bulkier, full of unnecessary LUTs, harder to work with.
The reason I don't just use Lumetri is that the Input LUTs panel seems to be more accurate when working with HDR footage. I've had some weird color issues in highlights when I apply them in Lumetri. Depends on the LUT though.

Did you add these LUTs to a specific folder, or just tell Premiere to find them/navigate to them on disc?

In the drop down, it gives you the option to "Add LUTs" which opens a file picker, where I chose the LUT file I wanted to use. I no longer have the older files that I added long ago, yet they still appear in this list and still work. It is clearly copying it somewhere. Either to some other folder I couldn't think of, or embedding it in some kind of config file perhaps.

That would be behavior I've never seen. Nor heard of. Which is why I'm curious as to where you'd placed the LUTs on disc.

Like I said, this is different than adding them to Lumetri, which would be done by placing them in C:\Program Files\Adobe\Common\LUTs\Technical
I have a few of those, but that's only for using them in Lumetri Color. The Modify/Color panel on source (right next to interpret footage) has its own Input LUT option. It applies it to the entire source, no matter where that source is used. This is the same panel where you might change the color space of the input clip as well.
I don't have any one specific location where I put my LUTs. They may be temporarily placed on my desktop, next to the source files, next to project files, etc. I browse for them and then they get permanently added to the drop down in that specific panel.

The folder it tells you to go to doesn't exist:
C:\Users\<user_name>\AppData\Roaming\Adobe\Common\LUTs\
So that isn't where they're stored if you add them from the drop down menu at least
Also, when I searched C:\Users\<user_name>\AppData\Roaming\Adobe for *.cube files, none show up
and I mentioned I already tried the other folder:
C:\Program Files\Adobe\Common\LUTs\
which does exist, but doesn't have any of my input LUTs

Actually this pointed me in the right direction. It's a specific difference with the way my computer was set up. At one point, I had my user folder on the D: drive, and so apparently Premiere still remembers this and is using
D:\Users\<user_name>\AppData\Roaming\Adobe\Common\LUTs\
instead of the C:\ path
even though I never use the D drive for AppData in any other app anymore, so it's odd that it still operates that way. But now I have finally figured out the problem.
Weirdly enough, Premiere still uses the C:\ AppData path for everything else

So this one got me beat for a short while to until I did a search for the Technical LUT in Explorer. After you go to Users-Your Name go to the "OneDrive Folder" and then app data-roaming-Adobe-common-LUTS-input 🤦:male_sign: Hope this helps 👌
