Which Adobe product to use?

Hi all! I'm a School Librarian and I want to create a video of a book reading. I would like the pre-made pictures on an illustrated page to have some movement, i.e. eyes rolling, a character 'walking' on a page, sun rising, etc.

I am using Premiere to create my videos, but I'm not sure what I can use to animate. Is it Adobe Animate? Adobe Photoshop? 

Any advice would be greatly appreciated!

After Effects has plenty of options for animating the aforementioned things you are trying to do. We have some training here: https://adobevideotraining.com/after-effects/introductory-courses/
Or you can purchase After Effects Classroom in a Book as well as sign up for training at LinkedIn Learning.
