Which program to create DVD menus and burn DVDs?

I used to use Adobe Encore for this. It's not working right now, and Adobe doesn't offer it on CC. Is there another Adobe CC program I can use?

If you have a CS6 or other perpetual license that includes Encore, you can work on getting it to work. Still working for me on Win10.
