    This looks like a pulldown cadence issue. Does the frame rate of your comp or Premiere Pro sequence match the frame rate of the footage?

    Brilliant. Sovled. Thank you John V Knowles!  (how could I have not come up with that after one hour of racking my brain.  So obvious, it's embarrasing)

    You may want to try rendering your timeline in Premiere. The red line in your timeline indicates that it is not rendered and this could be part of why it's freezing.

    I'd make sure that you don't have any in or out points set in your timeline and press enter or return and let things render.

    After rendering is complete check in both applications.
