Why are images blurry in Premiere Pro?

I can always expect some sort of glitch with PP, the latest- When I impoart images into a project they are blurry in the sequencer and when exported as an /mp4. Here's what I have:

High quality photos from my camera

Original photos are not blurry

Some are edited in PS

Importing them into PP with standard presets

Viewing in full resolution in sequencer

I use all the recommended settings when exporting

I've reduced the size of the photos and get the same results. Any assistance is greatly appreciated.
