Why can't I add my own transcript in Premiere Pro?

The new captions tool is great. Except one pretty major thing:
You can't add your own transcript. You are forced to use the auto-transcript feature, which - even though it is pretty good - does not get everything right. You have to go through and edit every single sentence. This is ok if you don't already have a transcript. 

But we produce a lot of videos where we already have the exact script written down in advance. And I would like to simply import this text, and have Premiere automatically fit it to the audio/add the time stamps. The same way it does with auto-transcribed text. 
But that is not an option. Yes, I can make an auto-transcribe text and then copy paste the original text into the auto-transcribed text boxes. But I will need to tediously post into every text box, bit by bit (since I can't edit the timestamps of the transcription boxes), and then I might as well just edit the autotranscription. Which is silly when I already have the correct text file available. 
So that leaves me with having to upload it to YouTube and have their engine do it, which is just silly, considering the new captions feature in Premiere is so good - this is the only thing missing. Please add the option to import (and auto-time-stamp) plain text transcriptions!
