Why does premiere ignore my cache location?

I have a specific drive for media cache and from some reason premiere saves the cache there but also on my C drive: users>user>appdata>roaming>adobe>common>  "media cache" and "media cache files" but I have these already in a special drive dedicated for cache. why?? and how to fix this?

The common folder contains different kind of files.

The files are very tiny and do not take up room.

They are part of the system.
