why i cannot see the effects rack for tracks in premiere pro cc 2017.1
i can't see the effects rack for audio tracks in this version, do they changed places?

You're in the Audio Clip Mixer. Effects were never shown there. If you're looking for clip effects then you need to open the Effects Controls panel, and if you're looking for track effects then you need to open up the Audio Track Mixer from the Window menu and twirl down the disclosure triangle near the top of the track, if it's closed.
