Why is my lower third essential graphic not showing changes made by the transform effect?

I created a lower third with the essential graphics panel. After some cosmetic changes, I added a transform effect, set the shutter rate to 360, chose not to use the composition's shutter rate and keyframed the position, all to get a blur effect on the slide in. This worked properly after rendering, watching several times, making changes, rendering more, watching more times, exporting and continuing to go through this process repeatedly. I even closed and reopened the project time and time again over the past few weeks, with no issues to the lower third animation. Now, after opening it this time, there's an obvious issue with the lower third animation, even though I haven't made any changes to it since I last worked on it and it was fine then. Specifically, it still shows the blur action from the movement, the keyframes are all still there and the position values change with the keyframes, but the lower third itself isn't moving. I've rendered after opening as well, but still no change. The lower third moves if I move it from the motion properties, but not from the transform effect, even though the motion and blur were working perfectly fine before. If I copy the lower third and paste it onto the timeline, the issue is still there with the copy. However, if I make a new lower third with the essential graphics panel, the copy and paste all of the properties and keyframes from the original lower third, the new lower third's animation works perfectly fine.

After doing some tweaking and experimenting, I've realized that the drop shadow effect I applied is causing the lower third to come out further than I had made it to and the drop shadow is keeping the transform effect from being able to change the position and only allowing it to apply the custom shutter angle. I don't know why, but it seems like these effects don't work well with each other. Does anyone know why this is the case or how to overcome it without having to remove either effect or change either drastically?

Did you try reversing the order of them in the Effects Control Panel? (Drag one above the other)

I meant shutter angle, not shutter speed.
