Why is my properties panel floating?

I guess I've been away from Premiere Pro longer than I thought.  I understand the Essential Graphics panel has been renamed Graphics Templates, and the text properties that used to be there are now in their own Properties panel.  I also understand that these two panels are supposed to appear as tabs on the right side of the workspace.  In my setup, however, only the Graphics Templates tab appears, while the Properties tab floats as an independent panel (see image below).  How can I get Properties to appear as a tab?  Thanks.

If your Properties panel is floating and you want to dock it, simply drag the panel's name (located in the top-left corner) onto another panel. When you see a purple highlight, release it to dock the panel.
