Why my vertical video become horizontal in the export tab in Premiere Pro ?

hello, please help me! 

the first picture is sequence settings and it writing 9:16 - vertical frame. The second picture is like looking in edit tub.
the third picture is how it looks in export tab! I need a vertical video, how I could change this settings?

1080p is 1920x1080, not a vertical frame.

 

Pick a preset with "Match source" or one with the actual pixel size you want (sequence 2160 x3840).

Check that the export settings are vertical, such as 1080x1920 instead of 1920x1080 that should give you the vertical framing you are trying to achieve. Or follow what Stan Jones  has mentioned if you wand a size not in HD. Let me know if that does not work.
