Why no 15fps option in Export settings?

source is 4k30p. I cut out a short 26 frame sequence to be an animated GIF for use in WhatsApp. However, there's no 15FPS nor is there a custom frame rate option in EXPORT  settings. I know it can be set in sequence but that's not what I'm trying to achieve. The GIFs are just for fun and I  want to quickly export some of these clips out to 15fps GIFs. How can I do that effectively?

Most likely animated gif does not support 15 frames.......

Photoshop is a better tool for animated gifs.

doesn't make sense to use photoshop when I'm converting a video into GIF? I'm not using images to compile into a GIF.

Photoshop can export video to GIF.
