WMVCORE.DLL is missing

I got a retail box Verizon of adobe premiere cs6 bundled with adobe encore (not part of creative cloud)and when I start premiere up the error message reads: "Adobe premiere cant run on this computer because the WMVCORE.DLL file is missing. Install windows media player and start again." (encore starts up perfectly) (I'm on a windows 10 computer.) I downloaded media player from this link from a guy with the same problem (this fixed his issue)

I downloaded this and did a restart on my computer and the same error message shows up. Ive uninstalled and reinstalled these programs and i'm still in the same situation.  I've already spent lots of time on troubleshooting and I nor adobe agents that ive spoke with know whats going on.

    This site has possible solutions -- all seem to be done in Windows Safe Mode.  Not all relevant but the media pack is referenced here along with SFC which my fix.  Update hardware drivers also.
