Black bar fill effect like in VEGAS Pro or CapCut

If we could get an effect that when added, automatically fills any space (or black bars) with a scaled-up and blurred copy of the original video. Doing this manually is possible but a hassle when you factor in animated or any more advanced scaling/positioning.

VEGAS's version of the effect also adds an outer shadow to the edges of the main video clip to add some depth which I love. CapCut might do the same but I've never used it, I've just seen my friend do it.

In VEGAS, you can also adjust things like the shadow, blur, maybe even scaling, etc., from what I remember. It was a pretty nice effect.

How can users ensure that the black bars they create in CapCut are consistent and align properly with their video content?

That would be a game-changer! It’s definitely doable manually, but having an automatic effect for this would save so much time—especially for vertical videos or repurposing content across platforms. Wondering if there’s a way to simulate this using CapCut's current features, like overlay and blur effects?
