Can premiere pro have motion blur like the RSMB plugin?

Transform's MB responds to a clip's properties being animated (scale, position, or rotation). This means that if I only have footage and I don't animate its properties, the motion blur won't do anything. On the other hand, RSMB reads pixels from footage and adds motion blur analyzing the recorded motion within the footage giving it a distinctive look.

I like the idea but dont think this will ever happen. Ae is a better candidate for such effect.
