As an Assistant Editor, in Avid, I'll sometimes turn on some tracks (the ones that show timeline duration in 24fps, 25fps, etc.) and use them as "dividers" so I can easily see which tracks are my music tracks, which ones my sound effects should be on, etc. This would be useful in Premiere. The "dividers" should only be as a reference (people should be able to move clips over or under them). It's just helpful, when doing music cue sheets and stems for composers, to easily see, "Oh, there's a music clip that's on the wrong track," "There's a sound effect on the wrong track," etc. In docuseries, I even have to put diagetic archival sound on separate tracks (so I can export an EDL in order to make a music cue sheet).
As a workaround, I've locked the top track in my diagetic tracks, and the top track in my music tracks; but I have to unlock them if I have to move something out of them.
