It would be convenient if we could just use the zoom tool and click on a region in the program window to zoom in, rather than using the dropdown to choose a percentage and then scrolling around with two scroll bars.

How did I forget that! The keyboard shortcuts do work to expand the secondary timeline within the Program Window, and shift/command/option/control + zoom in/zoom out all have different functions, but maybe if you could click on the viewer(?) within the Program Window to highlight it, then use zoom in/zoom out shortcuts?

Yes, when the Program tab, Source tab, or Reference Monitor tab are in focus then ideally Command/Control + would Zoom In and Command/Control - would Zoom Out in keeping with After Effects, Photoshop, InDesign, and Illustrator.
