We really need to be able to move the center point of a vignette to a part of the frame other than the middle

And the lowest setting for the effect (-0.1) is too strong, allow more graduations.

Changing the anchor point for the vignette point is what is needed. When a person is off-center I cannot use a vignette. Instead I have to create a clip of black video.
Place clip of black video above the clip you want to vignette.
Apply an inverted mask where you want in frame to the black video clip and adjust Mask Opacity to vary the density of the vignette.

Yes, we need this.
And when a clips is scaled up, (4k in a 1080 timeline, there must be an option to use it on the used screen space and not on the clip that is outside the view window.
