0xc0000022 Error when opening Premier

So here is the deal, I've been stuck without Premier pro for about 2 months as I can't upgrade past 2007 and 2007 doesn't read my MST files from my camera without converting.  That is a aside issue i'm not concerned about as I really need a version between 2015-2017 working.  When I attempt to open Premier Pro using an administrator account and running as admin I get the error

Adobe Premier Pro.exe - Application Error

The Application was unable to start correctly (0xc0000022). Click Okay to close the application.

Here is what I have tried even with the support of the Adobe "support"

Win 10 Pro PC 16 Gb RAM Core i5 2.5Ghz

System is clean of Virus's and malware (ran 2 different virus scans with 2 different scanning software products AVG\VIPRE)  Also ran 3 different malware scan utilities (Spybot, Malware bytes and Rogue Killer)

Removed it from my domain readded it, attempted re-install while it was just on the work group and after re-adding to the domain

Made DCOM permission changes

Ran Adobe's Clean uninstaller utility

Uninstalled Adobe Creative cloud and ALL Adobe software

Change Registry Key permissions (don't recall which keys, sorry)

Attempted as a different admin account (newly setup)

Attempted a Process monitor to see what process was corrupt (everything came up clean and good)

Attempted to Stop the Adobe updater service and try (still no success)

Anyone else have any ideas that could help me....I've googled my time away searching for an answer which after 6+ hours on the phone over the course of a week Adobe support said that the issue was resolve by installing premier pro 7.0 which is not a solution, and further attempts to get support from them has come across deaf ears.

Jim,

It was a valiant try but i came up with the same result.  I did note this time around that a bunch of the Process monitor items for the registry came back with "Name not Found"  Which leads me to believe the installer didn't create the registry entries properly or it installed for a different OS version than Windows 10.  I am trying to uninstall it and re-install it, I doubt it will change anything, it hasn't the past few times.  This isn't a system I can simply wipe clean and start over or I would.  Permissions on the Adobe folders inside both Program File and PF (x86) have been given full control to myself, system, and administrators.  SFC /scan now comes back with no integrity errors found.  Adobe product from 2014 Version 7 (i believe) work fine, but that means i'm 4 years out of date.  Not really helping me to stay current.

Any other thoughts? Anyone?
