Applying 'Cross Dissolve' to two different tracks

I basically have a bunch of titles on Track 2 and a bunch of videos on Track 1.

I can apply 'Dip to Black' between titles and the effect will automatically carry onto the videos on Track 1 but it doesn't work the same for 'Cross Dissolve'. I have to manually place the effect twice on each track.

Is it supposed to work that way or am I doing something wrong?

This is on Premiere Pro 2020 14.3.0 btw

You aren't doing anything wrong, that's just how it works.

Although, you don't have to place the effect twice. If you have both tracks selected, pressing CTRL+D will apply the cross dissolve to both tracks.

Select cuts with the rolling edit tool then hit Apply Video Transition.
