Having the exact same problem here. If I try to create a new project, I am unable to do so because I cannot open the browser to pick a location. Or if I try to import a preset, nothing. The worse is if I choose "open project" from the menu after opening the app. The all windows close and since the browser does not open, I have no choice but to force quit the app.

Running the latest version of Premiere on the latest version of Catalina. What is more interesting, this is a brand new machine (Mac Mini) with a fresh installation of both. Up until now I have been using a Mac Pro also with Catalina, and no issues whatsoever.

I have tried deleting prefs, reinstalling Premiere... but nada. I am inclined to believe that it has to do with the OS Privacy settings. If I go to my Mac Pro that works, I see that inside the menu Settings/Security&Privacy/Files and Folders, there are a number of applications, including Premiere. When I check my Mac Mini that does not work, there are no applications there, and I am not give the option to add any. So it seems that for some reason the OS does not see Premiere and because of that it does not give it access to working with files and folders.

So, I tried rebooting in safe mode. No luck. Reinstall the OS from a combo installer. No.

Finally, out of desperation, I went ahead and signed up for the OS beta program. Downloaded OS 10.15.4 and... problem fixed.

So it looks to be a glitch with the regular OS release? Interestingly,  I see that the menu inside Settings/Security&Privacy/Files and Folders is still empty. But as long as everything is working, I am not going to complain.

What kind of files?   Which browser?

Why not open files directly from the Adobe App you used to create them?   Or use your operating system's file manager (Mac Finder or Win File Explorer).  Or use Adobe Bridge.

  • Which application and version?
  • Which operating system?
  • Can you open files from Adobe Bridge?
