Can't Convert My Mono Audio to Stereo

I am having trouble converting a mono track to stereo. Normally, I use the audio channel option to just fill the right side with the left. However, this audio clip only shows 1 channel. Is there a workaround for this? Is there a way I can change the audio from left to right (if so, I could just duplicate the audio track on a different timeline, and have one mono left, and one mono right. 

I've attached an image of the timeline as well, just in case I have something toggled off that is tripping me up unknowingly.
