Can't grab or drag audio effects

I'm still new to premiere pro but I can't drag any audio effects onto my clips. When I try to grab them I just get a circle with a line going through it, like a no smoking sign. This is the first time its happened to me so im baffled. Any ideas?

    I have to clarify, its the audio transitions, that my bad. But I can't even grab them to drop them on the clip.
