Cannot import x264 videos into premiere Timeline or Mpeg4 wrapper videos (2018)

Cannot Import videos with this the following info:

They can be imported in earlier versions of premiere.

x264 is best used to create a deliverable, not an original for editing.  I recommend using another format like Cineform or DNx for editing.

I understand that. But I'm wondering why I can't import it now, when I used to be able to. Sometimes I have to work with that codec and do not have access to the original.
