I'm trying to capture DV tape from Sony DV deck. Worked correctly last month and now suddenly the video screen in the capture window does not show the video from the tape deck. The audio is playing. If I go ahead and capture the scene (which I can't see), the video and audio plays propely in the Clip and Project monitor windows properly. It just won't show the video in the Capture screen.
-Computer is not connected to web so video drivers were not up-dated.
-Video card is Nvidia RTX-2016
-Using Premier CS4
-My capture format is DV.
-Abort capture on dropped frames is off
-My device control is DV/HDV Device Control
-Setting in capture window is both "Audio & Video"
Any suggestions?

Just the other day I captured 6 old D8 tapes with Pr.2020. No issue what so ever.

I just finished capturing 7 old tapes and didn't have this problem till I tried to capture my 8th tape.
I now have the exact same problem as reported but I'm using Pr CC 2020.
I'm able to capture using WinDV but I spend thousands of dollars a year to use specialized dedicated software.
I'm hoping Adobe will find a permanent fix for this.

The graphics card is not used but rather the firewire.
CS4 might not be the issue but the sony deck.
Have seen many issues in the past with decks. Not so when camera's or converters were used.

Reconnect the deck but make sure all equipement is off.
Firewire is not hotswapable on the deck side..

Reconnected Sony player before turning on the computer. No joy.
Replaced the 1394 controller card and still the same problem.
I don't see any settings on the Sony deck which I can dither with.
Plan B is to run the video out to a TV and view the source on it while capturing.
Just more unnecessary wires and equipment on the desk!!

Been having the same issue here. I have the NVidia RTX 2080 installed along with an IEEE1394.
For some reason NVidia GPU card will not allow a preview in Adobe PP.
Disable the NVidia card in the Device Manager, and use the display adapter supplied by Windows and it should return. Mine did, but I cannot use multiple monitors if I do.

Your solution worked for me. I disabled my GTX1080 in device manager and the preview came back.
I don't understand what changed to break the preview.
I have not updated the video card driver.
There WAS a Premiere update today.
It was working on 5/22/2020.
Broken on 5/23/2020.
Using Premiere Pro 14.2.0 (Build 47).

I had the same issue this week in CS4. I fixed it by going to the settings tab in the capture window. From there I chose the edit button for capture settings. Next I chose the settings button. I then removed all of the check marks for during preview and during capture. Next I clicked OK twice to return to the captuer window. My preview screen was back. I do not know how the boxes got checked, but unchecking them fixed my problem.

I just had the same problem pop up in the middle of a capture session. Go do Device Manager and roll back the display driver to the Microsoft Basic Display Driver. That fixed my problem.
